The first thing that comes to mind is the obvious:
1) are there Native American reservations in the area
2) are there rural areas, towns or cities that are densely populated with
Native Americans
3) consult with any organizations in the region that represent or work with
Native Americans
a) government
b) religious
c) welfare, social services, relief, health, food, legal, ngo's, etc.

Experiment with various Google search strings to find some of what you need
A friend asked me to search Google for help with mortgage issues and I
found a mother lode of
information exactly suited to what he needed.

I would think that working with Native Americans on the subject of
permaculture would be fertile ground
filled with creative possibilities.
