Please explain the set up.

How many brood boxes
First super? Do you mean 1st honey super. If so I'd not expect any either since they were a package. Even further IF they were put in on all new foundation.

Need more info. 

You'll have to go into every box and every frame to see what's all going on

I installed a new package of bees in late May and they have been very unproductive all summer.
I just checked them today and there is virtually no honey in the first super. There is one deep brood box that I didn't get a chance to check so there might be some in there. I didn't see any eggs but I did see some capped brood and larvae.  There is a good number of bees in the hive...they just don't seem to be doing much.
Any thoughts?
