I have posted separately the PA law that covers police animals—18PA5511.2 (Crimes Code). In PA horses and dogs are covered 24/7, on duty or off, whether owned by a police agency or a volunteer, so long as the owner or handler/rider is a member of a recognized search and rescue unit and the animal is in training for or used as a SAR animal or other defined use. As published this would even cover retired animals since they would be “off duty”.

This is so sad.  Some don't realize the danger this puts the rider in.  Or,  they are to ignorant to care.

That is the case here. They were not out on a search but merely on a pleasure ride. However it could easily have been a team on a search in the same situation. It's appearing that this is not the first horses that have been harassed by the one biker.

DA can add on, like maybe assault on a police officer.  Unfortunately, without license plates this may be hard to prosecute.  Since the bike was being used as a deadly weapon lethal force should have been authorized, save the costs of a trial. 

Hate to sound hard headed about this but city cops are used to shooting unlicensed operators who try to run them down on the street, maybe deadly force is needed to stop this kind of activity.
