IME broccoli is hardy to somewhat colder than 28F; more like the low 20's, though it may depend on the variety.

Cabbage, brussels sprouts, kale, radish, etc. should all be fine -- as Antoine says cold weather improves the flavor on brassicas; also most lettuce, carrots, and some other stuff will take some frost.

Cabbage will tolerate frosts up to -10C (15F) if you let it thaw before you harvest it. Frost is actually good, because it will make the cabbage sweeter. Broccoli will be ok down to -2 (28F) and maybe a little lower.

Do I need to cover my broccoli and cabbages for the frost tonight?

Thank you,
