Thanks, Pat. I think that the rotenone wouldn't pass muster for certified
organic, but I believe that the DE would.

It does seem unfair!

I wonder if sprinkling rotenone dust or diatomaceous earth around the
plants before covering them with the row cover would prevent this from
happening in the future? I think it probably would.
