Hi Kevin,

This sounds interesting. The legislation seems pretty obvious the way the Human Society website puts it. Who could possibly oppose something that prevents cruelty to cute little puppies, right?

But 22 NC Senators voted against this. Surely there must be some reasons. What are the opponents' arguments, and what are the Humane Society's counter-arguments to those?

Thanks,
Jeremy

It's a funny thing - something that actually saves the lives of dogs and prevents cruelty to animals is being opposed by the NRA and AKC. I've had friends lobbying for passage fo this bill, and they have been astounded at the number of lobbyists sent by large PACs and organizations that generally have no interest in animal issues sent to oppose this bill.

For more information about the bill, and what it represents can be found here :

Thanks for any help you can give - even if it's just a phone call or email in support of the bill to your State Senator or State Representative.

UPDATE ON PUPPY MILL BILL - NEW INFO BELOW!

Time is of the essence as usual when it comes to a bill and I need EVERYONE to stay on board now and step up to the plate and contact the committee members to make sure this bill passes. It will take you two seconds to do this so, yes, you do have the time! The bill has been assigned to the Commerce committee and if favorable will go to the Finance committee. Between the two committees, almost half of the House members are on one or both committees so to save all of us time, let’s just email all members at once. The following email address goes to all members, but if it passes these committees they will all vote on it (and hopefully that will happen this week) so let’s cover our bases now.

HouseE-mail AT ncleg.net

It is far better to call or send faxes than to email, but just do something. I know most people do not have time to contact this many legislators so I am trying to make it easier for everyone by supplying the email address. You can look up individual members using the links provided below and also read the bill’s text here - http://www.ncleg.net/Sessions/2009/Bills/Senate/PDF/S460v4.pdf .

Amanda also included talking points in her email below. Make sure you put SUPPORT SB 460 in the subject line because that may be all they read!

Subject: Puppy Mill Bill Passes Senate - Now Work Begin in House!

Hey all,

Another late night (technically early morning) update and another interesting day at the state legislature. The puppy mill bill passed its 3rd reading in the Senate today with a vote of 23 – 22. Even closer than yesterday! What a huge victory considering the effort of so many powerful groups to stop it. We can enjoy this milestone briefly but must move on to the House. The governor signed the budget today so the legislature is trying really hard to adjourn for the year which means we are working against the clock. Ideally I would love to get this bill PASSED this session but any movement we get in the House is less we have to do in the short session next year. The vote count today was the same as yesterday except:

-Allran was present and voted no
-Weinstein changed his vote to no
-Steven paired with Brock to submit an absentee yes vote
-Queen did not vote today.

The bill has been assigned to Commerce and Finance Committee which is a huge victory in itself. The committee assignments is the culmination of months of work (as the opposition wanted it to go to Ag or Wildlife where it would have sat) and means we have a fighting chance of moving this bill quickly over the next few days. Representative Owens deserves a big thank you for this! I am working hard to get committee meetings scheduled although things are basically shutting down and legislators are working on cleaning up what bills are hanging out there. So please call your representative ASAP and ask him/her to vote for the puppy mill bill, in committee and hopefully on the floor.

Commerce committee members can be found here:

http://www.ncleg.net/gascripts/Committees/Committees.asp?sAction=ViewCommittee&sActionDetails=House%20Standing_16

Finance committee members can be found here:

http://www.ncleg.net/gascripts/Committees/Committees.asp?sAction=ViewCommittee&sActionDetails=House%20Standing_24

All House members can be found here:

http://www.ncleg.net/gascripts/members/memberList.pl?sChamber=House

Things are going to move at lightening speed over the next few days so please go ahead and contact your rep even if he/she is not on one of the committees. But please make sure to contact him/her tomorrow MORNING if on one of the committees. Thank you all so much hanging in there and continuing to make calls. Together we may just get this much needed bill passed J!

Also, almost forgot – new talking points:

-Fiscal note is gone
-County Commissioners Association now endorses the bill
-Dept of Ag rescinded their opposition
-Dogs are suffering!
