This is a color balance issue. If shooting film, you need a type 80- filter.
If digital, you should be able to adjust the color balance to the right
temperature. It gets complicated if you are trying to use both flash
(daylight color temperature) and incandescent at the same time.

Your problem is you don't have enough light hitting the film/sensor for the
shutter speed you have selected.

If the issue is camera shake, and the subject is stationary, you can use a
tripod, or the image stabilization feature of your lens/camera (if it has
one). If it is dark, you may need to use the two suggestions below even with
image stabilization.

If the subject is not stationary, you can increase the ISO of the
film/sensor, or use a larger aperture, or both. If you have done both, you
need a faster (larger diameter) lens. If you have tried all three, it may
just be too dark.
