Please for the love of everything that is holy do NOT use flash for your
banner.

Flash slows sites down, is more likely to get blocked, and is more
likely to break (ie. the client has a much higher chance of rejecting
it or not having the right plugin).

Use a .gif if you have to have something animated, but remember that
users, as a rule, hate animated banners.

Perhaps instead you should consider a banner that changes on rollover
(you can easily do this in CSS).

on a personal project with no budget, and was going to give it a try
myself. I'm looking to just fade some text in and out in a banner
ad, but am having trouble finding the right tools. Are people
creating GIFs these days, or is this better done with Shockwave? I'm
fluent with Photoshop, but that doesn't seem to get me all the way to
animated banner.

Any suggestions?
