You can find out which program has the port opened using lsof

lsof -i :<port number>

e.g.,
 lsof -i :54045
COMMAND PID USER   FD   TYPE    DEVICE SIZE/OFF NODE NAME
Skype   138  ses   23u  IPv4 0x3ad9540      0t0  TCP *:54045 (LISTEN)
