My understanding is that the rows have been acknowledged by SQL server. If
you haven't set a batch size (-b option) then it is only when the command
finishes successfully that the rows are committed and you can rely on them
being on SQL server.

If you set a batch size then the commit happens after every -b number of
rows. Any failure will leave all rows copied up until and including the last
successful batch.
