In your php.ini file, set the "mssql.timeout" property to a value higher than
60

It looks like you've set dbsettime to 60 seconds, and that your query takes
longer than that to execute.

If you're sure the server is responding within that time, I would look for
some communication interference, perhaps a firewall.
