I don't have locale on ARM, the output of locale on Fedora x86 is:

In my recent build, I have used GNU libiconv:

./configure --host=arm-linux --target=arm-linux
--prefix=/opt/installed/arm/freetds
--with-odbc-nodm=/opt/installed/arm/unixODBC_2.3 --enable-static
--enable-msdblib --with-libiconv-prefix=/opt/fara0/iconv/
