I suggest you start over. Delete the build directory, re-extract,
reconfigure, rebuild, rerun.

That message should never -- I would say cannot -- occur if ./configure
is run with the --disable-libiconv option. Maybe, maybe there's some
kind of weird build error, but the best place to start is at the
beginning.

If you start again from scratch and still get that error, look at
config.log to make sure iconv is disabled. You should see something
like:

$ grep libiconv build/config.log | cut -b-60
$ ../configure --config-cache --with-tdsver=7.0 --enable-t
configure:12773: libiconv disabled

If that doesn't work, it's debugging time. You can see tds_iconv_init()
returns 1 under only one condition, when a single loop search fails to
find a match. A few printf() statements might make things obvious.
