The driver allocates memory as needed as the data arrive from the
server.

The TEXTSIZE value is sent to the server. It is not inspected first or
cached in any way.

That's also true for anything else you can set yourself with T-SQL.
Because the user can change session properties indpendent of the driver
and because the server does not communicate such changes to the driver,
there's little point in capturing any that the driver sends on the
user's behalf.
