Ah, thanks for noticing.

"make dist" is the basis for the nightly snapshot. The "vms/" directory
needs to be added to the main Makefile.am. At the very least, we should
make sure that's done before the next release, when we advertize VMS as a
target OS.

I'm going to be fooling with the makefile infrastructure pretty soon, as I
add doxygen to the nightly build process, fix the manpage generation, and
cause the documentation to be installed as part of "make install". I'll
look after VMS as part of that process, or apply patches from the more
ambitious. ;-)
