I would submit, that the proposal that "Paul is suggesting believers submit to synagogue authority" is not troubling if you accept that Paul still views the believers as part of the larger group of believers in YHVH.  I would question the opposite view: "Why would Paul think that believers in Christ should be separate from the larger group of believers in YHVH"?
