Can we not deduce from Paul's letter to the Galatians that it was more or less by consensus with the Jerusalem congregation that he'd be the one to proselytize the Gentiles?  This would make sense, because he was quite familiar with the Greek world and indeed often writes in the diction of a philosopher. It seems to me that it was a case of the people inolved choosing the best man available for the job.  Of course, the question of Paul's reliability here is a good one.  The Christological conflict with Peter and James might have been more rancorous than he suggests, and we have only his side of the story.
 
As the the question of the Aegean itself, I am reminded of the old Army saying that "amateurs talk tactics but the pros talk logistics."  An evangelist has to travel, and it would not be until the 19th Century that land travel would become as swift and efficient as travel by sea.
