One helpful resource will be James C. Miller's article, "The Romans Debate:
1991-2001," in Currents in Research: Biblical Studies [CR:BS] 9 (2001)
306-49. This will get you through 2000, and James finished his own
dissertation in that year, which was in touch with recent developments (The
Obedience of Faith, the Eschatological People of God, and the Purpose of
Romans, SBLDS 177; Atlanta: SBL). He notes, e.g., J. Kim's 2000 dissertation
also, another source of bibliography up to that time, with a slightly
different focus (God, Israel, and the Gentiles: Rhetoric and Situation in
Romans 9--11, SBLDS 176; Atlanta: SBL).
