I think the key part of your requirements is:

This is different to the Creative Commons vision of sharing content without the need for individual agreements between authors and users. In your scenario, the main CC licences would allow your learning resources to be shared between your registered users and anyone else who met conditions such as non-commercial use only, attribution required, derivatives allowed/not allowed.
It sounds like you want a licence that allows your users to adapt works for use within their own institutions (and perhaps with other registered users) but not the world at large?
You probably need something slightly different to the Creative Commons licences as they are being developed right now :)
