To start with I should say that I am new to this so this may have already been discussed, my apologies if it has.

Has anyone been thinking of creating some kind of combination license where the proposed "Sampling" license is combined with something more restrictive for full deritive works?

To describe the situation in more detail, I have over the past five years with lots of help from others, created two different web sites with very similar and overlapping content. The sites are:

These sites are large collections of historical USGS maps (originals not copyrighted). It has just come to my attention that someone is selling CD's made from these sites on EBay without attribution, hence the sudden interest.

The kind of license I would like to see is one that for derivative works that are either a large portion of the collection (making a CD with all the maps of a single state for example) or an augmented collection would have something similar to the GPL copyleft, requiring attribution and requiring sharing. But for any situation where someone wanted to use a small number of images, for example reproduce several maps in a book or brochure they should be free to do that without restriction. In otherwords something much more like the sampling license would apply.

This type of issue must come up with collections of clip-art and stock photographs.
