Hi Drew,

Thanks for raising this.   As you know, BY-SA is derived from BY-NC-SA Draft 1, but with NC provisions removed and the relevant SA-related provisions added.  We should have thought to make that clearer, and have now delineated it all here: http://wiki.creativecommons.org/4.0/Draft_1#Provisions_for_other_Licenses_in_the_Suite.

Prior to publication of Draft 1, we weren't aware of proposed changes to the definition of Creative Commons Compatible License (now simply "Compatible License"), which is the central addition to create BY-SA from BY-NC-SA.
