I think you can handle this quite easily by stating the following on your site:

All content licensed under Attribution-Sharealike except where otherwise noted.

Then make sure that you put the different licenses for the Paper and Newsletters series clearly visible at those sections, so people know under which licenses these fall.

Basically you set a default license for everything and make exceptions where you would like to use a different license.

ps: I am not a laywer and I think one of the native English speakers can provide an even better alternative ;)
