I believe that is true.

I was told that this isn't the case by Lessig when I emailed him about FDL compatibility.

I think that only derivatives are covered, but that if I add stuff to one of Greg's books to create a derivative work, the whole work is the derivative, not just the bits I add. So although it might look like I am relicensing Greg's work under 3.0, I am actually just relicensing the derivative work that includes Greg's original work.

It helps to not think about linking code as a model of derivative work when considering this. :-)
