Like all governmental works, they were never copyrighted in the first place. (17 U.S.C. 105 says so explicitly.)

NASA has photo guidelines at http://www.nasa.gov/audience/formedia/features/MP_Photo_Guidelines.html

Basically, the photos can be freely used, but don't claim that NASA endorses you or use their logos without permission.
