At the same time, we should note that the licences themselves are not withdrawn and that's an important difference as those in Brazil are free to choose what licences to use.

And therein lies a world of difference... that there is a *choice*

The fact that the Ministry of Culture now chooses not to use cc is their current choice. Fair enough. 

They are free to choose... and so are you.
