It seems to be resolved now . . . it's possible it was on my end while I was changing my code. I'm not really sure, but if I see it again, I will let you know.

I have been successfully testing the api with locale and other params via a
post url, sending xml formatted answers. Today when I added the jurisdiction
field to the answer doc in the following fashion (see below), the post began
to fail. When I remove the jurisdiction argument, it works okay again.
Otherwise, adding the jurisdiction element with null or valid text values,
causes the post to fail somewhere.
Has anyone else seen this same behavior?
