Those interested in OA in research, particularly in the university sector, might be interested in this.

The Federal Research Public Access Act is a recent federal bill
submitted in the U.S. House of Representatives that seeks to provide
for Federal agencies to develop public access policies relating to
research conducted by employees of that agency or from funds
administered by that agency.  Included a summary of the bill
below.

It appears that presidents and provosts of several major research
universities in the U.S. have indicated their support of the FRPAA,
via an open letter to the Higher Education Community. Included
a link to the open letter below.
