I assume you mean to say 2Sa 22:30 (and not 28:30)
If so, then )RWC is a Qal form. The same as:
1. )QWM -- I will stand up -- Is 30:10
2. )$WB - I will return -- Jb 1:21
3. )MWT - I will die -- Gn 26:9

No Niph'al.

When you think of all the happax legomai nouns and verbs found in Tanakh,
then you wonder if a particular binyan can occur once for a verb used more
often in other binyanim?

A more important question, is RWC ever used as a transitive verb, in which
case a niphal use would not be out of order? 2 Samuel 28:30 "For in such I
run the squad…" looks like such an example.

Are you sure that the Niph'al of RWC exists? I realize that neither in the
bible nor in modern Hebrew appears even one form of Niph'al.

Conjugations Qal, Hiph'il, Pol'el, Hitpol'el are found ... but no Niph'al.
