Will that not always be the case? I know someone who still uses Lynx
(a text only web browser that cannot even show images). There will
always be much outdated software out there. If everyone has to conform
to the lowest standard, it will seriously retard the spread of
superior technology. Conversely, if people would start to use UNICODE
in their postings, it would seriously encourage those using old
software to upgrade.

A short test: Here's Gen 1:1 in three UNICODE Hebrew versions:

Consonantal text: בראשית ברא אלהים את השמים ואת הארץ

Vowel text: בְּרֵאשִׁית בָּרָא אֱלֹהִים אֵת הַשָּׁמַיִם וְאֵת הָאָרֶץ

Accent text: בְּרֵאשִׁ֖ית בָּרָ֣א אֱלֹהִ֑ים אֵ֥ת הַשָּׁמַ֖יִם וְאֵ֥ת הָאָֽרֶץ
