Certainly, though there are exceptions to this, say, in the case of 
woody perennials, where its easier and faster to simply splash it about 
under the canopy. With many of these in the landscape I often use it 
undiluted, again, just before rain or running sprinklers, or even at 
night when folks won't be exposed until the next day.

The normal dilution ratio is 10 water / 1 urine, sometimes more, 
sometimes less.

It will STILL be odorous, however.
