[freetds] DBD::Sybase placeholder support

I just built freetds 0.82, and DBD::Sybase from CVS (all on MacOSX), and
ran the tests against an ASE 12.5.4 db.

which is a lot better than it used to be.
The place.t script fails in areas that are in fact unrelated to
placeholders:

So it looks like there are problems with calls to cs_convert(), and
default date formats that differ from what OpenClient does.
So it does look like things are a lot better (at least with ASE as the
back end).
