[freetds] ./configure is failing

I'm new to installing software in this manor and I have read the userguide.
None the less, I'm still confused.
I've downloaded the freetds-stable 14-40-10.tgz file and unpacked it. When
I try and run the ./configure command I get the following output...

checking for cc... no
checking for cl... no
configure: error: no acceptable C compiler found in $PATH
See `config.log' for more details.
Notice the error message... no acceptable C compiler found in $PATH. I'm
not sure where I would get a C compiler.
I'm running OS X 10.3.7 and PHP 4.3.2. My goal in installing this is to
attempt to connect to a MS SQL database running on another server.
As I said, I'm new to this whole thing and am not sure what I'm doing, so
I'm thinking this is probably a stupid question.
