I cannot even get it to "make"

I had the same problem on my OpenBSD 2.9 machine. The README says to use
gmake instead of make on FreeBSD, and apparently it holds true for
OpenBSD as well. Installing gmake and building freetds with that instead
worked perfectly. So, try using gmake and see if that works..
