A number of video-hosting services support CC licenses.

For example, if you go to:

    http://search.creativecommons.org/

and click the 'blip.tv' tab on that page, you can get a listing of
CC-licensed videos (including some BY and BY-SA videos) available from the
blip.tv hosting service. (In the interests of full disclosure, I should
add that I work for blip.tv.)

Alternatively, you can search directly on blip.tv. For example:

   http://blip.tv/posts?license=1,6,9,14&search=dog

will give you a list of videos related to the topic 'dog', released under
CC 2.0 and 3.0 BY and BY-SA licenses.

I know that some other services also support adding licenses to your
content. I think Revver was one, and there are probably others. However,
I'm not so familiar with those services, so someone else will need to jump
in and tell you how to find the CC-licensed content on those services.

You could also try finding CC licensed video through aggregators such as
Vodpod, i.e.

    http://vodpod.com/tag/cc+licensed
