IANAL, but I do read and speak German
the relevant passage from 8.d is

which is in my view literally translated from the unported -- except
for the sentence marked with []

so there is actually this extra clause on changes and stating that
they would need to be effectuated through modifications to the license.
this does not challenge the statement that "[m]odified versions of our
licenses, however, should not be labeled as 'Creative Commons'
licenses."
hence I would still conclude that his use of the CC branding could be
seen as misleading.
