[cc-community] sites hosting CC-only?

I'm developing a site that is intended for fast, easy sharing and  
remixing of various content(text, art, sound, maybe others - it is a  
flexible design). To streamline the sharing process I plan to apply  
BY-SA universally to everything hosted. Also, I don't have persistent  
"users" planned for this site, only identifier tokens(tripcodes and  
IP), as this simplifies the upload process for off-site applications.  
So there is both a form of attribution, and a means of posting  
anonymously.

But I'm left with an unknown in how I should communicate the terms of  
service. Using identi.ca as an example, users tick a checkbox when  
registering. I don't have a registration gate so I think the most I  
can do is notify the user of the license terms on every page they  
visit. I don't know if that is good enough.

That leads to my main question. The CC licenses are a template for the  
creator to choose how to control their work, but there isn't an  
equivalent template for a publisher of CC works to communicate that  
they only wish to accept CC authors. Is that something that a template  
would work for? Is it even necessary? I'm unclear on where my  
obligations as a publisher begin, when I go CC-only.
