Unfortunately, you might not be able to in the case of a v1.0 BY-SA licence.
All of the later versions of the licence include a clause that lets you
release the material under later versions of the same licence. You can find
this, for example, cl 4(b) of BY-SA v3.0.
But because v1.0 was the first licence, it didn't have this clause.

Hi,
Is it possible to take text available under CC-BY-SA 1.0 for a work
that is available under a later version?
I was told that this was okay by someone working on the translation of
the CC licenses into another language and legal system, but I would
like to see a written confirmation of this. I haven't been able to
find a statement regarding this issue anywhere on the web. But maybe I
haven't looked hard enough.
