The best-known FOSS Digg clone is Pligg:

SWiK also looks nice:

Both Pligg and SWiK are designed for voting up/down, a la Digg.

If you want something more like del.icio.us (no explicit voting), Jon  
already suggested Scuttle. Of the alternatives, Connotea seems to be  
among the most mature:

...but a lot of these projects are defunct, early alpha, and/or  
really ugly.
