'el has many meanings in the Hebrew Bible and in Semitic languages. If one check's BDB, one can learn of the semantic range of the word. The 'elim (1:1) of Psalm 29 are the council of the gods, among whom is Yahweh. They are called upon to recongize his preeminence just as Baal was recongized as preeminent for defeating Yam and Mot.
