There is a clear differece between the "KAF" and the "QUF"( or as some say "QOF").
The latter is one of the emphatic letters and was pronouced as such; so are the the "TSADEI" and the "TET".
 
The differences between the KAF and the QUF is completely lost in the Ashkenzi pronounciation, and also in the ordinary Israeli speech  which for this reason, and others, should be  decribed as 'modified Sephardi'.
