convert non-ASCII text to UTF-8
Convert description text that is non-ASCII to UTF-8 encoding to ensure
there are no errors when running grep and etc. tools over the grimoire
(via gaze, etc.).
Designed and written by Jean-Pierre Charras, a researcher at LIS
(Laboratoire des Images et des Signaux) and a teacher in IUT de
