ca-certificates: replace -p with --preserve=mode
Preserving timestamps and owner doesn't make sense for the copies
happening in INSTALL. We don't need the timestamps preserved and we
actually don't want user preserved as the installed files should be
owned by root.
On top of that the timestamp preservation was causing issues with
subdirectories along the lines of:
cp: preserving times for '/usr/share/ca-certificates/mozilla': No such
file or directory
