What's the difference?
Also note that doing `wine iexplore http://www.winehq.org/` will
prompt to download that same file for you if you don't already have it
(using any website would work). wine-gecko just allows for installing
it without having to download it every time (e.g. for multiple wine
prefixes or testing a package over and over).
