runtime_depends falling back to depends should probably work. I'm not so
sure about suggest_depends as that will lead to circular dependencies
for the use-case for which it's really meant.
btw., do we have a optional_runtime_depends?

Yeah, we should provide all functions, I just wanted to figure out what
the best fallback for them is.

If such a case happens, we can always pull the libcompat change into
stable-rc. Until that's the case it can stay in test.
