I mean PATCHLEVEL is now used for what UPDATED was (UPDATED is a
confusing term for the use it is for). UPDATED was only to be changed if
you wanted to force everyone to recompile when there was no VERSION
change (e.g. to apply a patch). If there is no reason to force everyone
to reinstall this package then PATCHLEVEL (and UPDATED) are not to be
changed.
