I recall reading of a project in Chile in the dry mountains in or beside
the northern Atacama Desert.
Plastic tapes were strung horizontally on top of a ridge; fog drifted over
the ridge, condensed on the tapes and drained from them into a receptable.
Apaprently the experimental installation worked and was reasonably
economical. This was several years ago.
The notion of artificially produced lower temperatures by radiation
to the night sky to get supersaturation, is clever but might run up
against processing rate and capital cost problems.
