in nsw. exactly like the ones that we have here! i've managed
and informally studied a number of public housing programs for folks and have
seen some really bad things happen in them. one of the things that i
learned was that the more power you can give over to the residents (ownership,
planning, decision-making, etc.), the more likely it will be successful.
this means more work initially for everyone involved and a transition from a
management-power system to a resident-power system can be extremely difficult
and painful, but is well worth it in the long run.
