I recommend that you check out this website -- www.nospray.org Citizens
here in New York City are doing quite a bit to resist mosquito spraying in
our neighborhoods. They were spraying toxic malathion on us for a season,
until there was sufficient outcry. It was pointed out that malathion is
illegal in many states, stored illegally here in NYC, and doing documented
damage to a number of ecosystems. It's my understanding that this is not
unusual in municipal use of pesticides -- a little bit of research or
investigative reporting might reveal useful information.

Fyi, you have only so many options in front of you as a citizen.
It is unlikely you can stop spraying, but you may be able to get
collective buy-in to habitat and have a significant impact. The
other option is to find non-toxic alternatives such as biorational
pesticides. BIRC is one of your best options along those lines.
