If this plastic lumber has vinyl products (pvc) in it and it gets heated
beyond a specific temperature range (ie if in a sunny location) it will
outgas carcinogenic substances.
I would just use wood fo rthe bin - get cheap sawmill-grade luumber
or recycled building materials, even plywood.
