In reply to Janet: I do believe Percy meant actual war. While he also speaks of hurricanes and such natural disasters as a way of feeling good in bad environments, when he wrote of war he wrote about his Uncle Will's thrill when WWII broke out and Will's
subsequent dismay in finding that he was too old to return to the front. But after nearly 15 years of this unending and yet mostly unacknowledged war(s), something very different seems to be afoot. We are, I fear, in times even more odd than Percy's own.
